Four Million Homes Programme
The Four Million Homes program aims to empower social housing residents with knowledge, funded by the Department of Levelling Up, Housing and Communities and operated by the Confederation of Co-operative Housing (CCH) and Public Participation, Consultation and Research (PPCR) until March 2025.
The program offers in-person and online training with 8 modules covering resident involvement stages and forms:
• Engaging and being heard
• Equality, diversity, and inclusion
• Resident panels
• Effective residents’ associations
• Social housing legal requirements
• Resident control options
• Understanding landlord financial models
• Social housing regulatory requirements
Participants completing the training receive a Chartered Institute of Housing accredited certificate.
Three modules are available as training videos, with the rest to follow in 2024.
Monthly webinars address the key topics and are later available as videos on the website.

Join the Resident Sounding Board
Four Million Homes seeks a diverse mix of social housing residents for its Resident Sounding Board. Members receive up to 3 quarterly online questionnaires, taking 5-10 minutes each. To join, please complete the application for consent to process personal data and contact.
All social housing residents over 18 with internet access in England are eligible. FMH ensures data privacy according to its internal policy.
